This is deliberate.  Thomas Jefferson High School in Fairfax County is deliberately trying to set Asians apart.  This is skin-color as the priority.  About the only question is whether or not it's leftist whites making this decision or other skin-colors.  If the latter, it's about setting skin-color against skin-color.  If the former, it's also that but they can also promote 'blame whitey.'

Then there's the fact that Asians just flat-out do better in school and blacks don't.  Leftists don't want to rise, they want to take down everybody else, no matter what the cost.  I assume most of them don't see any downside to this, the few who do are in charge and know what they're trying to push.
