Then what's the point of a mandate if no one has to comply?  It sounds like someone expected obedience when she wrote the mandate but then realized she'd be ignored and would just look foolish if she actually went through with it.  Went through with expecting people to obey anyway, obviously she was going to give the orders that everyone would... ignore.

No, I don't understand that but do you have a better explanation?  There is the example from Ayn Rand of knowing the rules will be ignored so that when someone on your side starts causing problems, then they can be punished for it.  They're eager to be in charge but have no clue what it's like to actually earn obedience.  Giving orders is all they comprehend.
