I'm also pondering if part of the changes were started with the Ruby Ridge siege in August 1992 [GHW Bush's last few months before losing the election] and the Waco siege in early 1993 [Clinton's first couple months] leading to the Oklahoma City bombing in April 1995.  I don't have any specifics on it, but at the moment, I have to wonder if they were conspiracies to push totalitarianism.
