There's no impression that he's saying what he actually thinks because he doesn't think.  He's saying what he's told to say but whoever told him to say this wanted him to specify that Putin can't remain in power, end of discussion.  Otherwise they would have added "except in Russia because we're totally not trying to get regime change."

If you were Putin, who would you believe?  Would you believe Biden is saying you need have to be taken out or would you believe unnamed people who work for Biden who say Biden never said anything like that and anyone who thinks otherwise is misunderstanding him.

Or maybe it's the people who are clarifying what he said who misunderstood him.

Yesterday was the sixth anniversary of Guns'n'Roses announcing the "Not in this Lifetime" reunion.  In that time they've released the Appetite remaster which includes basically everything they recorded except "One in a Million."  They've also released two "songs" which were available on bootlegs going back to 2001 so they're hardly new.

Six years and all they've done is add Slash and Duff to a couple old tracks.  Oh, Slash and Duff have written and recorded and released and toured and made videos to promote music in that time but Guns'n'Roses doesn't do that.

Six years after Appetite came out, G'n'R finally finished the Use Your Illusions tour.  They'd basically already finished recording the album of covers which would be released at the end of 1993, and the live album that would be released in 1999.  They had not yet recorded the "Sympathy for the Devil" cover that would come out at the end of 1994.  But except for those small details, they have been reunited for as long as their career ran the first time around and that's it.  Add the extra 22 years and there's "Oh My God" and Chinese Democracy.  If you want to count it, there was also a live album recorded in 2012 and released in 2014 and a greatest hits album that didn't have any songs you couldn't have gotten elsewhere.

I've also been looking at the "History project" a bit, I happened to run into Charles Babbage.  I've heard about him most of my life but I'd never given any thought to when he lived, the early 1800s.  So well over a century before it actually got started, he had plans for what we now know as computers.  It would be World War II before there was much progress from Babbage's world and the next few decades before there was any major advances in the field.

But Babbage's work was known, it was able to inspire people for decades.  They would know what they were working on even if they never reached it in their lives.  There would have been a lot more extraneous thought or discussion on the matter, how it would work for other fields.  Even Babbage had been able to think of it as putting together unskilled workers to produce something more complicated.

They were starting the French Revolution when Babbage was born, the first major outbreak of socialism, followed up by the Napoleonic wars that spread this all through Europe.  By the time Babbage was cooking, they'd had a few years of peace.

So what strikes me is that this is quite possibly where the basic concept of futurism came from.  They knew what they were developing even if it wouldn't even be close in their lifetimes, major electronic inventions that would cross every field and everyone's lives.  No clue how many of them thought this way as individuals, but as a group, they would decide they knew best and plan how to impose this onto all the inferiors.

Even more, they could look back at previous generations and self-identify them as fellow members, regardless of what the dead individuals actually thought or did.  They think they see and define everything, past, present and future, and the rest of us has to obey, with or without consent.  They self-identify as superior, that's all that matters to them.
